cab hammer is right, it's gravity acting upon water, normally in a dam, however can also be generated by sea currents at the mouth of a river.
in the case of a dam the water is held in a lake behind the dam and in the dam its self are turbines which as cahammer says are driven when the water is 'let out' of the dam (kinda like letting the water outta your bath'.
in the case of sea currents the action of the moons gravity on the earths water causes tides which push turbines inside the generation facility.

Gravity.
The water is falling. The mass of the water falling against the turbine impeller spins it. The Spinning impeller drives a generator.

Potential energy (due to height) change to kinetic energy (due to gravity) convert to force (due to inertia of the water).

The key is in the word "hydroelectric". "Hydro" means water.
