Nope, unless you harass minors. Anyway it s not a good behaviour to harass anybody and most forums won't allow this kind of conduct. Of course there will be sites where this is allowed and even the "expected behavior"

technically ....no. however, it's being taken into the governments hands and prosecution is being put into play because of Solicitation. This will definately make it harder for people to talk on chat rooms with regard to content.
