A country is not just about a map or a piece of land . It is made up of its citizens, its culture, its beliefs , its political, social, legal systems etc .
When we talk about a country we don't get specific to its government or their policies . Even if elected by the citizens of the country, no Government can ever be above the country itself .
All the countries of this World are beautiful irrespective of how their government is treating other countries .

America. Because we have the power to do what we want, the power to turn a cold shoulder and not help or intervene, and the biggest bulleye since we have the most power. I would also say we do the most good in this ugly world. Absolute power corrupts absolutely and everyone hates the team at the top. If China one day passes the US, we will answer China on that day.

I think that's a rascist question. You shouldn't be putting all the blame on ONE country in particular. But if I had to say...probably AMERICA. ( I am Canadian =P)

If you are talking about a country's government, as opposed to it's individual citizens, I would say the U.S.A. Other wise it is hard to say foresure.
