A woman wearing 4 inch heels is standing waiting, rocking and tapping her stiletto heel on the concrete.?

Why might she be likely to be rocking her foot up and down and tapping the heel on the concrete?

The situation is a busy train station and her train won't be coming for 30 minutes or so.

A. Her feet are tired from wearing heels and she is trying to get the circulation back by moving them around.
