An art. A recent professor has discussed the death of the myth of the professional manager. The concept of the professional manager was in vogue 20-30 years ago. The idea is that a good manager in one circumstance is good in others. If management was a science than professionals would be able to manage anything, as the management function would be independent of the business environment. In reality it is nearly intuitively obvious this is not true. A good manager of an accounting department would be killed if they were leading the custodian team and vice versa.

More like an art. It's the process of leadership. It does not systematically draw data from the environment and produce theories whose predictions can be disproved by experiment.
