No, there are hundreds of millions of Indians in work who know little or no English. Hindi is more essential for etting around. But English gives you advantages, because there is so much demand for educated but not-too-expensive workers in international business, especially in IT and call centres. It's also very helpful if you're thinking of working in tourism.

That depends on what type of work a person wants, if he/she needs a good salary than for sure ENGLISH is necessary for employment not only in India but throughout the World. Because ENGLISH is an international language so wherever you go ENGLISH definately works.

there are a number of native languages to different areas in India. In order for all the people to interact in an efficient manner they all learn english as a universal language. It would be possible to have a local type job if you know the local laguage, but in order to conduct any real business you need to know english. If your going there you also better know about the caste system and how their society functions as a whole. It is not acceptable for a person who is going to be college educated to take a low paying job. Those jobs are left for people who are in greater need of them.
There are nuances to any culture that are important to understand before moving or traveling there. I would contact the US consulate or ambasador's office. they will have much more information about any nation you wish to investigate.

Not essential, but you will probably get better jobs. If you're going to India I recommend you get a job with an international firm which will pay you in dollars, because Indian jobs for locals don't pay very good.

I would ask the potential employer.
Presume that since you are going to work in India, you should learn to speak the language that is native to India.
