I want to hire some commission only sales people but I want to offer a fair package and I want to attract some really driven, dedicated sales people. What items should I include in my job description/ad that will make the position appealing? This will be for selling to school districts and Internet hosting companies.

Sales people will be attracted by the chance to sell an exciting product to interesting people, making a lot of money in the process.
Thus, you need to convince them:
-What they're going to sell will sell very well.
-Via sales channels that are fun to explore.
-At a reasonable commission for them.
If you have a product that you can convince the sales people will be a big seller, that's your best selling pitch.

As a previous commission sales person, I can say with confidence that the most effective sales pitch is the paycheck of your top salesman.
If you can show me that you have people making 100K then I am interested. If your best people are only making 30K then you have an uphill battle.

Make sure the commission is high enough so when they meet the requirements they are making good money. Money drives people. If you make it to hard they lose drive. If you make it worth it that drives them harder. I made salary plus comm. on my last job. I got a reg salary and 10% of all sales I made real good money and I made a lot of money for my boss too. It was a win win situation.

"commission only" will make sense when the reward is very high - and the person is also extremely confident - otherwise, people are looking for a 'base' pay before commission that they are guaranteed nonetheless..
