Regular replacement of the filters on your heating/cooling system is what you need to do. This helps keep your ducts clean.

As for the answer about "legionaire's disease" there is more to the story. The vent in that situation was located below an air conditioner that leaked water into the duct system. The mold that developed was the cause.

There are central heating systems which were installed when the concept was initially introduced that have never had their ductwork cleaned, with no apparent ill effects.
On the other hand the infamous "Legionaires' Disease" was finally traced to contaminated ductwork in a newly built hotel.

I would say no, unless you have severe allergies or reason to believe your ductwork has become contaminated. I will advocate semi-annual replacement of filters.

Beware of "contractors" soliciting duct cleaning work, including telemarketerss. You are likely to find that the only thing that got cleaned was your wallet.

If you have very bad allergies, have pets, and/or lots of dust, it might be a good idea.
If the condition of your ducts do not really affect you or your friends/family's health or comfort, don't worry about it.
If you change your air filter on your furnace, and keep a clean home, free of dust, dander, and hair, your ducts may not need to be cleaned very often at all.
It depends on your preferences.
You also might want to check if your furnace's filter is snugly in place and that it is filtering all air that enters your furnace. If not, your furnace's "coils" might get very dirty and ruin your furnace and your ducts will get dirty quicker.

Its a good idea especially if people in your home have allerigies or asthma. Another thing that will help is to remove the vents and caulk around the space where the sheet rock and vent meet. This will help save some on your utility bill and prevent dust from building up as quickly

I would say it all depends on where you live. And also if you are going to do it yourself. If you vents are the floor it wouldn't hurt to vacuum them as they do accumulate dirt. The ceiling vents I would say get a pro to do them. Hope this helped.
