It depends on the person, actually. If the person likes love stories I would recommend Amelie or Love Me, If You Dare. Both are French films and a little wacky, but really cute.
If the person like action/adventure "guy type" movies (which is not to say only guys would like them, because I LOVE these movies), I would suggest, Run Lola, Run. It's a German movie starring the girl from The Bourne Identity and it is very past-paced and exciting. Also City of God. I swear, you don't even realize you're reading subtitles with this movie, it is so interesting and exciting. I also have to recommend Battle Royale. It's a Japanese movie about a group of high school kids put on an island and forced to kill each other, or be killed, until there is only one survivor.
If you like horror movies, I say go Japanese. Ju-On (this was remade into The Grudge) or Ringu (remade into The Ring) are very, very scary.
Other foreign films I liked include: La Femme Nikita (made into a popular TV series and American film called Point of No Return), The Professional, and Lock, Stock, and Two Smoking Barrels.

There are English films that some people would consider "foreign" just because some are more artsy (like Merchant/Ivory films). But if you mean foreign language, then Amelie (French) or Jean de Florette together with Manon of the Spring (French) or Life is Beautiful (Italy) are all tops to me.
If you go to http://www.foreignfilms.com they have a section for "the best of" each language and you can scroll through the top sellers in each language.

Try Cyrano. Since most people are familiar with the story it should be fairly easy to follow and may relieve some stress about not being able to understand or read the subtitles fast enough.

Brotherhood of the Wolf. This is a really good movie. Its french, but you can either read the subtitles or get it dubbed in English. Amelie is really pretty good too. I would highly recommend the first one for a guy and the second one for a girl.

Run Lola Run is my personal favourite, it's a cult favourite in English speaking countries so is a good one to start with and is pretty easy to follow. No point picking some obscure Ukranian film about paracitism or something.

Currently "Volver" is showing at cinemas.. Give that a go. It's Spanish and by Pedro Almadovar.... While I'm on the subject of Almadovar you should also try "Bad Education" and All About My Mother" on DVD..... Any Help?

"The Crimson Rivers" (Les Rivières Pourpres) part 1 and 2 with Jean Reno if they wanted something serious. If they wanted a really good laugh "Shut Up!" (Tais-toi!) with Jean Reno and Gerard Depardieu or "The Closet" (Le Placard)
