ben franklin was the president of pensylvania
hamilton create the first american "political party" and was secretary of the tresury.. that's almost like president
I'm geussing you are only talking about american currency though..
Salmon Portland Chase U.S. Treasury Secretary and Chief Justice of the United States.
Daniel Webster and Pocahontas
etc.. however that is not current tresury bills. Historic bills are a different matter.. as the US currency system has change a bit over time. "Anyone" use to be able to own gold and make bank notes.. but it became more structured.
