Can not be solved. You have 2 unknowns (p and q) and only 1 equation. At best you can collect like terms:

14p +18q = 36

4p+10p = 14p
so the eq is
14p+18q =36
now either you need a nother simultaneous eq or go by trial method
since q= (36-14p)/18
assume values for p say, p=0,means q = 36/18 =2
p = 1 means q = (36-14)/18 = 22/18
and so on you can make coordinate pairs in (p,q)
