Only if we're willing to see China/Russia/India/Japan etc acting pre-emptively in their own economic interests as well. The days of the USA being a special case, therefore different rules are over. So either pre-emptive policy moves will be executed by every nation when their leadership deems it, or everyone agrees that pre-emptive action isn't good for international stability and avoids it. It's a global economy now.
