Yes, if you have the citation you can go pay it or you can mail the check in.

Depends on the state/locality.

In some states, the one who got the ticket has to go in person or mail the fine because this implies that you are charged "guity" of the infraction.

In most states, though, anyone can pay the fine.

Call them and ask them. Some states allow you others don't.
