I've sailed Royal Carribean and Carnival. Carnival has disgruntled employees. RC treats everyone so much nicer and has more things to do on board.

Personally I like Carnival. Much more relaxed atmosphere, better partying, good food, clean ship, good service.
My mother likes Celebrity, but think it's more for the 'older' crowd.
Norwegian has great food and staff is nice.
Royal Caribbean, I didn't think their wait staff was all that friendly and definitely thought a lot of the passengers (at least on the cruise I went on) were a little snooty.
I'm a repeat traveler on Carnival and have never had a complaint!

The highest end cruise lines are Crystal and Radisson Seven Seas. By most peoples' definition of 'the best' meaning most luxurious, most high quality, and most pampering, they are the best.

I'm going to say Carnival becuase the price definitely fits and it's not very stuffy. It's perfect for children as well.
