My tech guy recently quit, so now I'm trying to figure things out on my own. We are running 2003 server. I have a new out of state office that just opened up that will need to be added to our network. How can I do this?

Not sure if I need a VPN or something more. There are also resources there that I need. Does that mean 2 VPNs? Isnt there a better way?

That all depends. Do you intend to connect over the internet? If so there are two methods.
1. Use a RAS (Remote Access Server) used to dial into.
2. Use a VPN (Most secure)

If you are using sensitive material. I would recommend a vpn. It is much more secure than ras. The fall back of course is your connection. You are limited to the speed of the internet.

Option 2 purchase a ISDN lines or T1's for private network connection between sites. (Most costly) In addition you will need network equipment ie switch's and CSU/DSU's to connect both sites together.

Your best bet is to hire a network consultant. The easiest solution is to set up a virtual private network (VPN) across the internet.
