There isn't anything that definately defines chavs as chavs, and you can't call your mate one because they are generally known as rude youths, mostly in council houses, they sit at the back of the classroom swearing at the teacher, smoke a lot, drink a lot and have a lot of sex with fellow chavs. They mostly wear tracksuits or hoodies, with a lot of 'bling' (cheap large market jewellery). They are just unpleasant people, and if you see a group of loud rude people then they are most likely to be chavs.

In Scotland they are referred to as neds ( Non Educated DelinquentS . No hopers, girls pregnant by 15, boys fathering many children by many mothers and having no interest in anything other than drinking,Smoking dope and amassing large quantities of cheap gold jewelery. Possibly stands for Council Housed and Violent?! Seems to mainly mean someone who likes designer/designer rip-off clothes, big argos jewellery, and is looked down on by Guardian readers from Islington. Probably most of Britain then?!
