You will need to remove the boot from the steering rack (wrap the threads with tape to avoid destroying the boot). You will need to rent a tool that will fit your tie rod. There are two designs we're concerned with the Saginaw design and the TRW. the TRW is a little easier as the flats go all the way to the end. the Saginaw is not as common but needs a different tool. This isn't too bad a repair once you get the tool, the rest should be a piece of cake.

Has it occured to you that answering your question might be a bit easier if you told us what kind of car you're working on? The above answer not withstanding, all inner tie rod ends on cars with rack and pinion steering are not created equal.

Either it can be removed with an inner-tie rod tool (long rod and socket looking thing) or it can't be removed, depeding upon the car.
If you can, grab a ride down to the auto parts store and rent/buy and inner tie rod tool.

They make a special tool to unscrew the inner tie rod off but be cautious ... The rack and pinion could get damaged. I would leave this to a professional.

Yeh right....you need a special tool. I have found it easier to sleeve and weld the broken tie rods. Makes life much easier and the tie rod much stronger. Good luck.
