Believe it or not, turtles can get sick very easily in captivity. What are the tank conditions like for your turtle? Do you change its water frequently and does it have a clean "island" to crawl on to where it can get plenty of light? It is important for a turtle to have an amphibian light in its tank, one that will provide warmth and light to help digest food. Many pet stores sell lights for amphibians. Further, I would take the turtle to see a vet.

What kind of turtle is this turtle?
If it is a tortoise (they live on land and do not require water to live), then there can be causes such as hybernation beginning because of cooler air, vitamin A, D, or B deficiencies, which can be cured by gettin vitamins at a pet store, or infections and parasites. Most of this can be helped by going to a veterinarian, however some of it you can do over the counter.
If it is a turtle, right now is time for them to climb out of the water and hybernate. You need to warm up his environment (this goes for both the tortoise and turtle), and to keep him at least 80 degrees year around. I place a heating pad under the terrarium and keep it on low. Tortoises will burrow to be on the warmer end of the aquarium. Turtles will enjoy swimming in warmer water and the appetite increases.
Always supplement indoor turtles and tortoise with vitamins.

It's possible that your turtle is trying to go into hibernation. I'm not sure where you are located but where I'm at it's that time of year. If that's the case up the lighting and the heat lamps if you don't want it to go into hibernation. Putting turtles in water and then feeding them sometimes works too.

like the other guy said hibernation, so true i just got mine about a moth ago she did the dame thing to me i thought she was dead at one point sh just layed there all lazy and not moving, eating, all she does is sleep but i kept pushing her to eat romean lettuce, so just pick her up put the food to her mouth so she will know its there give it a couple of day mine eat 2x a day i give her 4 leaves a day. i haven't seen her drink any water but iknow she will eat when she is ready just have the food next to her

It's dying mine just did the same it took a long time of not eating before it finally rested.

put protein powder in his water and hopefully he will gain enough strength to eat real food.
