I think that's Tin Tin. It's a french or canadian cartoon.

I've been corrected, it's Belgian.

Awww! I loved the Adventures of Tin Tin! And his dog Snowy was so cute. There use to be a series on HBO when I was kid....like 7 years ago and it aired before or after Babar. Anyhow, I'm sure you'd be able to find some episodes on DVD. Try Ebay, YouTube and even HBO. It was a great show.

The cartoon character was called Tin Tin and his dog was called Snowy. It was originally a Belgian cartoon created by a guy called George Remi (aka Herge) that was then translated into English.

There are few websites that might give some more specific information if you are looking for it.

That is defentily Tin Tin. He was featured in many books and movies and Tv cartoons. The original languge is in French but it has been translated into several other languges including english.
