What does this mean? How can I relate this quote to:
1) The Rule of Law
2)Natural Law/and or Positive Law
3) Morality and Values
4)Democracy, justice, equality, sovereighnety, freedoms
5)functions or or reasons on having laws
6) Heritage of our laws and how or why they change.

I'm going to have a class discussion on this and just wanted to hear what other people had to say.

To put it another way: "All that is necessary for evil to proliferate is for good people to do nothing."

It basically puts people into three categories -- those who act, those who oppose the action, and those who do nothing (inaction).

The theory is that between action and inaction, the vast majority of people will prey upon others, or allow others to be preyed upon. Which is a barbaric system.

I'm no rocket scientist but my guess is we kill each other (what they do) or bring destruction upon ourselves by disobeying the 10 commandments (fail to do).

what a depressing way to see the world. i have no idea why someone would wish to articulate such a doom before we meet it.
