My son wants his drums in the shed. What is the best way to sound proof it?

Make an internal wall and fill the gap between inner and outer walls with Rockwool

For sound insulation you'd need a big gap between outer wall and inner skin, so you would need to make an inner wall about three inches in from the shed wall, and fill the gap with something insulating. Make a new floor resting on a layer of old car tyres. Don't forget to insulate the roof in the same way and double glaze your window. Sorry, but this is the least you can do and there would still be the possibility that you would disturb the neighbours even after all your hard work and expense. . Have you thought of saving up for set of electronic practice pads? (Or even non electric ones, though the incentive to practice would be a lot less!) Then you could practice in the house, and it may be no more expensive than the shed idea.

I would seal all seams with the expandable foam spray, insulate walls and cover with the polystyrene panels as suggested before. Don't forget to get double paned windows, soild core door with a good sealed threshold and use those school room type ceiling tiles overhead.
The floor should at least have a throw area rug if not carpeting the entire floor.
Remember the doors, windows, floor and ceiling as well as the walls when sound proofing.

Use 1220 X 600 X 50 Tongued and Grooved polystyrene sheets

Very cheap, effective and easy to work

if its a metal shed, just try some owens corblabla and insulate the whole thing. then use a nice (not to expensive) interior wood paneling.

Another solution: Put the shed on a trailer and move it to ARKANSAS!
