If they are plastic and pretty soiled, I would just replace them. Some of my mini blinds were only a couple of bucks to begin with, so if yours were cheap, just buy new ones.
If they are only lightly dusty, keep the blinds up and use a very, very damp rag. (spray it a few times with water, don't run it under the faucet). Wipe downwards from top to bottom starting from the left or right side using long strokes that sweep across the whole blinds from top to bottom. Then, turn your blinds in the reverse and wipe from the inside, between blinds and window, in the same manner.
If your blinds are pretty soiled, ( if the above method doesn't do much), then wet your rag(s) with an all-purpose cleaner. And wipe each blind separately and work your way to the bottom. If the inside of the blinds are also soiled, turn your blinds in the reverse and stay in front of the blinds and wipe.
Note: Change your rag often. And the wetter the rag, the better the crud will come off.

Take them down and lay them outside. I usually take a little household cleaner, like **** and span, and fill up a bowl. Take the hose and spray them off first. Then take a rag with the **** and span/water combo and clean top to bottom, side to side. If I have really stubborn spots, I'll spray some chlorox on them as well. Rinse them off and let them dry in the sun.

get some all purpose foam cleaner and spray both sides of blinds ( while they are in the bathtub), you will see the grime or whatever start to melt away, let them set for a few minutes and then spray with the shower (luke warm water), and let air dry, rehang them and dust them often

if they only need a light cleaning use a fabric softener sheet to dust them. don't bother buying the dusters in the stores, they are a pain in the butt to use. the fabric softener sheet works best.
if they need a good washing - the best way is to put them in the bath tub in hot soapy water, wash and rinse thoroughly with vinegar and water!
in future purchases consider pvc verticals - much easier to clean as you can just leave them hanging in place and wash each vein.

If you dust them every week they shouldn't get very dirty. If it's to late for that you can wet a rag and go over them with that on both sides, or if they are really bad, take them down and take them to the car wash that has floor mat holders and spray them there!

It ain't easy, and it takes forever . . . especially for minis/ / /
I fill the bathtub with hot, hot, water and ammonia -
Soak the suckers, then hang them on the line, outdoors - so I can wipe off all the wetness with the dirt - one slat at a time. . .
Hateful job - but I've not found a better way to do a thorough job.
