watched pot just goes stale

I have watched many a pot boil. Every morning I fill my thermos with boiling hot water and let it sit before I put coffee in (this keeps the coffee hotter longer). I have kept an eye on the water and do see it progress through several stages 'til it reaches the boiling point.
I think the phrase is a metaphor. For instance: if you keep your eye on kids you know are prone to fight then they won't. They are the pot of water and the conflict within them the flame. If you 'watch' them they will not break into fighting.
Also, it can be interpreted as someone being impatient so it seems like forever when you're watching a pot of water boil.

yeah, it takes a long time to boil spaghetti when you are waiting there by the pot but if you go off and watch tv then it boils in no time!

lol it seems to take forever, but when i was little, i always wanted to prove that saying wrong cuz my ma would always tell it to me, so i would stand there and watched a pot untill it boiled...i was so proud of myself

I think it's a bit silly, especially if the person's intent is to make the water boil. =}

i guess it means that if someone is always under close watch he or she never gets a chance to prosper or relase their inhibtions. If you are always being watched you become insecure and doubt who you really can be and what you have.. That's just my take on the saying, I've never heard it before. But its really nice :)
