Get the HTML for Dummies book and work through that, and you can use Notepad and your own web browser to see what you've designed.
Make a site folder to keep all your files in. You save your homepage as 'index.html' in notepad - you have to type the whole name and file extension in. Then open your browser and work offline, go to File - Open and browse for your index.html, click Open and you'll see the page in the browser.
You may also need an FTP program to upload your site to the server.

A good tip is to draw your design on paper and work it all out first, then try to code it. You can save a lot of time undoing mistakes that way.

Try http://www.freenetname.co.uk to see if they are any good to you. Once you have a host, get a page up there if only to say that the site is being developed (it'll prevent people from the Page Not Found or Domain has been registered pages). In the meantime, design the website. Once designed, develop the site. There are enough peiecs of software that will help you develop the site or you could just the html in notepad. Once developed, transfer the web pages to your host (the host is likely to point you towards the FTP transfer software).

Don't litter the internet with crap created by Frontpage, it may be a relatively easy way of doing things but in the long term many people won't be able to view your website due to the god awful incompatible code it churns out.
If you're going to do it, do it properly - learn a little HTML (there are plenty of online tutorials out there if you google it) and this will give you the foundations of website building. Also, try to learn CSS (Cascading Style Sheets) at the same time as they are widely considered to be the future of accessible web building.
Alternatively, fork out a little money and get a *decent* WYSIWYG (what you see is what you get) editor such as "Dreamweaver". This will do it all for you, in a similar way to Frontpage, but churns out half decent code so you won't have as many problems. However if you're using dreamweaver I still recommend that you try to learn some basic HTML and CSS because otherwise you won't be able to sort out problems or in fact do anything half decent without it.

Design the site first and then find a suitable host. I use www.oneandone.co.uk to host my site. I have found them to be good, and reliable. You can be hosted for as little as GBP5 a month. As one of the answers said, you can use Frontpage to design your page, but there is plenty of other software out there that you can use, some free, some not. I use Dreamweaver and have found it pretty straight forward, although it is not the cheapest program around. Good luck.

First, you need to learn how to code the site.
Then you need a web-host and a DomainName.
I would definatly look at learning a server-side language too, something like PHP is very handy, another option might be ASP. Server-Side languages let you do 'thinking' on your web site, things like sending emails and databases, but also simpler things like including a standard header to save changing lots of pages if you want to change your layout.
For hosting i use www.hostingzoom.com and for domains I wouldnt use anyone but www.UKReg.com.

Well you should learn HTML. You can use a generator to quickly make a website such as Dreamweaver or Frontpage but your not going to understand the code. If you learn HTML you can code everything in notepad - which is of course free.

I'd stay clear of frontpage, it's not very good. There are loads out there and if you host with 1and1 they send you free software.
I've just moved away from 1and1 as their support sucks.

If you got the name, you just need a host...I suggest PageWaiter.com...they have great prices too. I use Notepad to design my web sites, but if you want a program like Frontpage or Dreamweaver, try NVU because it's free.

first step is to know what your site will be about. after you should do a content plannig and a structure. then you have to decide what technologies you will use and the real hard work begin (with different steps depending what technologies you choose)
