This is tricky. It depends on how much you want to spend, and what work the person will be doing, male/ female, and will a patriotic gift seem like branding, or a "welcome?
Anyways, here are some ideas:

Or try something from the person's culture. Someone from Central Americe may truly enjoy knowing that their traditions or culture is still appreciated in their new country.

I bought myself a stars & strips shirt. I tend to wear it on July 4th. Also wore it on 9/11 this year. American history books & civil rights books are enjoyable too. I spent quite a time studying the French & Indian wars & it's impact on the American Revolution.
Born & raised English, I became a US citizen on 02/13/04 at the Sandra Day O'Connor courthouse in Phoenix.

How about a Precious Moments figurine such as "A banner of hope; a symbol of pride?" It's patriotic and your employee can keep it on their desk or bookcase.
Or...a music CD of traditional American songs or coffee table book of American tourist sites? There's a CD called "God Bless America: Ult Patriotic Album" that has the many of the songs we remember from grade school...

A flag? You can purchase a flag that was flown over the US Capitol, you can even request a flag that was flown on special days... if you could order the one from the day he is sworn as a citizen that would be very cool. The most expensive one is 24.00-ish with a certificate to present him with.
Here's a link: http://www.usflag.org/capitol.flag.html
And a link for CA Congressman Cardoza's form: http://www.house.gov/cardoza/flags_order.shtml
Good luck!

How about a U.S. passport cover? He'll be getting his passport soon after getting his citizenship.
