the bill is from 1993 and they are wanting to attach my pay check for this bill now

The fair debt law in Kentucky gives them 5 years after your last payment to them. Send a letter letting them know you will be
contesting to Judge. They need a judgment to attach your
paycheck & judgements are good for 10 years if you already have one on you.

It depends greatly on the type of medical services. If it's a county or state facility, there are no limitations. However, they do have to accept any form of payment you offer on a monthly basis, even if it's $1 month. If they refuse, then, in effect, they're saying the debt is paid in full. If, however, you have not made any attempt to pay the debt or have not paid on an consistent basis, then they can garnish your wages.

there is no statue of limits on bill collecting, just on how long you can sue for damages, etc.
