Your tires keep the static electricity from being discharged until you ground it when you exit the car. The usual cause is a high pressure system that causes static electricity to ge generated in plastics and vinyls. One upgrade you could do is get genuine Sheepskin seat covers and they will not store or generate static electricity. Another thing that works is a ground strap that bolts to your frame and touches the ground when you stop, thus grounding the car and everything in it. They sell these at Pep Boys.

Whenever you begin to exit your car, before doing anything, open the door, then touch and hold on to the part that you get shocked on; THEN slide out.
The action of sliding out causes electrostatic discharge, caused by the build-up of static electricity during the sliding action across the seat.
It is just like the shock you get from shuffling across the carpet, then touching a door-knob.
If you make contact BEFORE you slide, the static gets no chance to build up to the level you can feel it.
Give it a try and good luck

I used to get shocked like that. Now I reach out and grab the door's exterior metal and it grounds me. No shock. Of course the days I forget, I suddenly remember.
