Because he has bad script-writers. Also, his spandex suit is unaffected when it takes about a thousand gattling gun bullets, but when lex luthor stabs him with cryptonite, it tears and breaks his skin. I can understand why his skin is weaker, but why the spandex suit?

I can't actually remember ever seeing him dodge a thrown gun, but it sort of rings a bell. i guess it is just really annoying to the criminal. i mean, if the gun hit him, than at least you get the satisfaction of it even if it doesn't hurt him. when you are angry and if you threw something at the wall, don;t you feel better having hit the wall (even though nothing is damaged) than if you had missed?
as far as the eyes not made of steel thing that someone else said, in the movie there is a scene which specifically shows the bullet impacting with his eye and rumpling before falling to the ground.
with the suit tearing in the movie, i read somewhere once (comic i think) that the reason his costume survives so much damage that his cape doesn't and the reason why his mother made it skin tight was because materials right up against his skin were somehow protected and seemed to be less damaged than looser clothing. protective aura or something like that (not a big one, just one that encompasses skin tight clothing). the bullets would not penetrate that whereas the kryptonite, which dampens his powers, would have nothing obstructing the actual rock part once the radiation had cut through the aura type thing.

Besides portraying sheer strength and power, Superman also exhibits a certain style of manliness: he stands unfazed by the bullets and usually smiles - slightly annoyed - at his attacker. Then - out of bullets, the shooter, out of frustration, throws the gun at our hero - knowing the bullets didn't do any good. (How much sillier is it that the gun is avoided than it is that it was thrown in the first place?)
Superman could flex his chest at the right moment and bat the gun back at the pitcher right through his head. Instead, with a certain deftness and savoir faire, he sidesteps the gun. Demonstrating his speed and agility as well as his strength, Superman demoralizes his nemesis with a simple show of the futility in his last act of frustration.

ThIS proves hes not a man of steel,
because in real hes human and weak, and they show like a computer effect that bullets cant damage him, and when theres a heavy obect like a gun, it cant exactly go throw his body, so he has to duck, god what a weak man eh
