How did Bootstrap Bill die when they chained him to the bottom of the ocean? He was under the same curse as Barbossa and Barbossa couldnt die.

Good question. All I know is he ended up at the bottom of the sea because he didn't agree with the mutiny against Jack Sparrow to take over the Black Pearl. So I'm not sure if he was actually cursed. If he was cursed he would have died at the end of the first movie when the curse was lifted. Then Davey Jones offered him eternal life as a undead in return he has to serve on his ship for all eternity.

Bootstrap Bill didn't die when he was dumped overboard tied to the cannon, because he was affected by the same curse as Barbossa. Prior to the curse being lifted (because it lasted 7 years, I think) Davy Jones offered him a position in his crew, rather than spend an eternity on the floor of the ocean.
The lifting of the Curse didn't affect him because he had become a different type of "undead".

I think he is supposed to be back in the third movie, along with Jack Sparrow's father.

He didn't technically. The curse made him undead, like Barbosa. However, he traded his soul as an undead in order to be free of being trapped at the bottom of the sea for all eternity. It was his choice rather than him actually being claimed.
This is what I gather anyway.

I don't think he was actually supposed to be dead. I mean Davy Jones and the creepy underwater locker crew, they were obviously undead like the Barbosa skeleton crew. Did anyone stay till the end of the credits? Too cute.

He died after the curse was lifted at the end of the first movie.
