probably (b), Userkhaf weakened the power of the pharaoh resulting in power struggles, and sudden cooling in the region resulted in crop failures. However, I didn't see anything about foreign invaders, but they always have those.

Assuming you are talking about Ancient Egypt, (c) and (a) (in this order).

First, after the death of Userkhaf, the founder of the Fifth Dynasty, in 2458 BC, there were numerous civil wars as the nomarchs (regional governors) sought greater power for themselves.

Then, between 2200 and 2100 BC, there was a mini-ice age accpmpanied by drastic drop in precipitation, which prevented the normal flooding of the Nile. The result was several decades of famine.
