you have to "count the decimals" when you multiply.
In each case you have to move the decimal over twice.

hard to explain without a picture...check out this site...it does make sense when you understand it

.7
x .4
=.24

.3
x .2
=.06

You see, because they are decimals, when you multiply them they get smaller. .28 is .7 or 70% of .4. Its a smaller number despite being two digits long, because of the decimal. .6 is not 20% of .3 and therefore cannot be the answer to .2x.3, but instead .06 which is .2 (20%) of .3. It all comes down to decimal places. If you multiple decimals, you have to add toether the amount of places for the product (multiplying two decimals (.2 and .3) means that the decimal place moves 2 places to the left of the product, so 6 becomes .06).

.2 = 2/10
.3 = 3/10

2/10 x 3/10 = 6/100 = .06

Try to think of this as fractions.

when you do 0.2 X 0.3 you are acutally looking for 30% of .2

which has to be .06 because .6 is 300%

similary .2 X .5 will be .1 becasue
you are getting half of .2

When dealing with decimals that have no whole in mulitplication you're taking just a percentage of the other number so the answer can not exceed the origin.

Think about it for a sec. Is 2x3=06 or is 2x3=60? Big difference.
