This will be on a poster board for a month in the church lobby so real food doesnt seem like the best idea and I just want it to look as realistic as it can. It will be on an easel for people to see when they come to church!

Fake Spaghetti and Tomato Sauce:
2-3 tablespoons white household glue
2-3 tablespoons red acrylic paint
White household string
Cut string into lengths to resemble spaghetti strands.
Squeeze glue into small bowl. Dip string into glue. Wipe off excess glue and assemble string into pile on plastic plate.
For the "sauce", combine equal parts of red paint and glue and pour the mixture over the fake spaghetti. Let dry.
Fake Meatballs:
Styrofoam pieces
Brown acrylic paint
Use a melon baller to scoop out meatball-sized pieces of styrofoam.
Pour paint into baggie.
Drop "meatballs" into paint.
Pull them out of bag by sticking them with toothpicks. Poke opposite end of toothpicks into a chunk of styrofoam. Let dry. Remove toothpicks.

I think real spaghetti would work the best. Spray it with that "fix it" craft stuff. It is the spray you put over glittery paint, etc. to make it last longer, makes it easier to dust, etc. The spaghetti will not spoil and get moldy on you. It will harden and dry up though. How long do you need to have the poster up? If it is too long, I would just replace the spaghetti as needed. Anything else you use would be second best. Yarn and raffia would be good though.

If time is permissable why make this a hard thing for yourself. Cook up a small amount of real spaghetti and sit it out for a few days. It will get hard again and you can stick it to your poster of on a plate even if it is intended to look real. Let it dry for a day or two so when you pick it up it all is stuck together and hard. Paste away. I hope this helps you out so it looks real for it will be.

I'd use yarn dipped in white glue, myself. If you don't like that idea, run some playdough or other hardening clay through a garlic press. Presto: pasta! (Fimo or other polymer clay would work if you baked it on something else and then glued it to your poster.) Use white clay with a hint of yellow and brown kneaded in to get the right color.
For the sauce, flour-and-water paste would likely be the simplest. Dye it red and add a touch of yellow to get the real spaghetti-sauce color.

Get real spaghetti, boil it and fix it. THEN fix it like your going to eat it on plastic. LET IT DRY THIS way. A blow dryer will help it dry faster. THEN USE red yarn 4 the sauce. and have some one make you some brown yarn balls 4 meat balls. GLUE Will help put it on a colorful paper plate. Blue or yellow or put construction paper on the back of a white paper plate. GLUE it all down. THAT SHOULD WORK.

I think the play do idea is great. Even clay, but play do will harden nicely in air and will be durable. You can even make meatballs.
A jar of yellow and white, mixied and blended to make the pasta color, and red poster paint to make the "sauce."
You can glue all of this with, either white glue or even hot glue onto a paper plate. It can look even fancier on a better quality paper or foam plate, or even a cheap plastic plate. Plastic spoons and forks to complete the place setting.
Hey, you can even make play do "garlic bread," and a play do "salad!"

Why don't you try real spaghetti? After you cook it let it dry and then glue it to your poster board. You can lay it out in curls and other shapes.

How about cooking up some spaghetti and gluing it to the poster board? Paint it red. Get some Styrofoam balls, paint them up, and attach them for meatballs.
