Yes, that is a valid generalization, except it should be refined to "When something ceases to grow, it begins to die", because change will occur, no matter what. When mountains quit growing, they begin eroding into sand. When clouds reach their maximum, they dissolve into rain. When cities expand to fully fill the available space, they begin to decay. When people quit learning and developing, they are only existing until their hearts stop.
