2 different answers:
If the word "Cool" means thermodynamically cool, then yes: any kind of fabric that can
1. absorb your sweat and make it evaporate by exposing it to external environment over a greater surface area, and
2. at the same time, cover the body so as to protect it from direct heat of the wind or the sun

is the fabric that will make you cool

If looking "cool" is what you want, try a bikini: I personally think those skimpy ones with more string than cloth are really "cool"

To make it cool? Satins usually are pretty cool on me. Linens might work for you too.
