If it's water-based paint, like poster paint, you just need soap and water. If it's oil-based, well that's bad because children are not supposed to use oil-based paint. You could get it off with baby oil.

As long as it is not a plastic-based paint, try Pond's Cold Cream. It shoud strip it right off and is not harsh to the skin.

First try some warm water and soap. If that doesn't work, you should try and exfoliant or some toner that you use for your face.
