Dude, go to the zoning board.
Once you start throwing up a pile of crap, those guys will be all over you. Better be safe an get at least two permits for "What the heck is this" and one permit for "Why did I not get a permit in the first place".
I work down where you are and our guys get stopped all the time, and we are a huge multi-national company.

Not sure, but you should check with the City of Highland Park. Ask to speak with a building inspector.
