One of my co-workers has a dress that if she wears a strapless bra it ruins the whole look of the dress.
She doesn't want to sag so does any one have a website or know how to tape up breast to make them look full?
Like they do in beauty pageants.

You can do that but it is not something she will be able to stand all day at work. It is extremely uncomfortable. Tell her to try pasties. The things that you stick on. You can get them at any nice lingerie store.

An easy way to do it is to stick a piece of tape on the left side of her left breat then bend over. Next, stick the other side of the piece of tape to the right side of her right breast. Depending a how large her breasts are, she may need a few strips of tape. My best suggestion is the pasties which can be bought in any lingerie store or department store.

Well, I don't know of a web site. But, tape all summer long... I just put a piece horizontally on the nipple then put a vertical piece lifting as I go. It really just requires some practice.
Oh yeah, and they sell backless-strapless bras too. they make the cheap ones they sell at hair stores. and then they make the ones you can buy at like a lingerie store...
