There is no easy answer to your question, especially since you haven't provided a general location. The fact of the matter is that the minimum and maximum rise and run of residential stairs is highly regulated by various building codes and municipal ordinances. Although they are always similar, they are not always the same from jurisdiction to jurisdiction. Best advice is to contact your local building inspectors office and they will provide you with the specifications as they pertain to your area. Anything short of that is asking for trouble should you build a set of stairs that violates your local building codes.

If it's the Step Rise then 220mm

Maximum number of Risers = 16

So 16 X 220 = 3520

That would be a bad stair though.

Think about introducing a landing

It actually depends on the depth of the tread - there is a graph you can get from building regs at the council offices - but absolute maximum allowed in your own home is 220mm and 190mm in public places.

8 inches is the OSHA max insurance wise aka liability.
