Terrorism happening Inside India is harmful than Outside Terrorism happening to India?(Debate Topic - Against)

I want matter enough for my debate (if possible).

Terrorism is ALWAYS harmful....!
The difference is that "internal terrorism" gets less publicity (media attention) than terrorism coming from "outside". This makes it insofar more harmful in that nobody else in the world seems to care much, and so it just goes on and on. And it hurts the tourist industry. For example: You guys should really sort out Sri Lanka, what a beautiful place, but .........well, you know.....
