Start with the policy; as it should outline the targets and giving direction to achieve them, providing some ideas to participants of how the company positioning it's safety.
Next, some brief guidelines on general safety; such as electrical, material handling (lifting and carrying), chemicals and gases, fire prevention and emergency, emergency response and evacuation, PPE, etc. (You can include other topics which relevant to the participants' activities / tasks)
Also, introduce the established safety system which workers have to comply; such as permit to work, lockout tagout, etc.
Finally, conduct a quiz to participants to evaluate their understanding and any suggestions or comments.

If UK Organisation - You are probably best to go through the relevant sections of the arrangements section of the Organisation's health and safety policy. For example manual handling, fire, first aid etc should be sections included. It obviously depends on the persons job role as to how much detail you go into. You can then do a further induction, know as a 'site specific' induction for those people who may, for example work on a building site etc.
Antoher tip is also to have a form to list all the areas covered and then to get the person to sign to say they have received the training. This way you have demonstrable evidence should you need it (which I hope you don't) if there are any health and safety issues resulting in Court of Law.

The firm I work for uses the local chamber of commerce who run approved courses for hardly any cost. Might be worth a try for you...
