With #2, the plural agreements work, like:
The people (plural) go (plural);
A person (singular) goes (singular).
Ditto Drains (plural) lead (prural); "leads" is singular (I know this can be a bit confusing;singular verbs have the S but plurals tend not to, a reversal of the situation with nouns).
BTW, this has nothing to do with past or present tense.

The first one is incorrect, because drains are plural and after plural we put the verb without an -s! The second one is totally correct!
