There are a number of techniques for determination of cations in a matrix such as river water. There is no one technique that I know of called the "qualitative analysis technique", that phrase refers to knowing what kinds of analytes are in a particular sample. A wide variety of methodologies are suitable for qualitative determination of cations in river water, probably one of the better ones would be ion chromatography with a conductance detector. This type of data is important to a number of different agencies, particularly the EPA and municipal waterworks, etc.

Qualitative analysis is not a technique, it is a method to specify the kind of elements , compounds , ions in a sample, and there are many techinques used to do that, instrumantly or manually (wet chemistry)

Basically it's a technique to find out what there. Forensics also uses it to determine the presence of toxins
