No - otherwise it's not a question but a rhetorical statement.

Yes, it doesn't have to have a question mark when we're not typing, just speaking. You can tell from the facial expressions that you're being asked a question. Do you see a question mark there? Yeah, but it isn't visible. Makes sense?

Yes, the question mark symbol is a corruption of the abbreviation 'Qo' for the Latin word 'Quaestio'. Therefore, either of the following are permissible:
Can a question ever legitimately not end with a question mark Qo.
Can a question ever legitimately not end with a question mark quaestio.

No. otherwise it would be a statement. the only time there is no question mark is when people accidently type "/" on the keyboard, or when they turn it into a ! from one too many presses on text messaging and no proof reading!

If the question is worded correctly and the reader comprehends the meaning, I would say yes.......it could be without a question mark.

yes...in emails ppl write a question and place a period at the end. sometimes it flows better. it's still a question if it has the words what, where, when, how, or why beginning it. the q mark isn't necessarly what makes it a q in my mind.

It would not be a question if it did not have a question mark.
