Trisodium Phosphate (TSP) is the best way to clean linoleum floors. It's available at your hardware store. Be careful to follow the directions to the letter.

If you imagine a microscope's view of the flooring, you will see millions of tiny scratches from the years of use. Each of those scratches is a "trap" for dirt. Older flooring required waxing, as they didn't have a clear coating like newer flooring does.

What you need is a cleaning solution which will dissolve that dirt and extract it from the floor, then you'll need to "fill" in the scratches to prevent more stains from being impregnated into the scratches again.

Here's what I would do: Go buy a couple cans of "Comet" dry powder cleaner and sprinkle it all over the flooring, after wetting it lightly with water from a spray bottle. Use a stiff brush with finer bristles and scrub it in real well, then (and this is the important part) cover it all with a thin plastic dropcloth like they sell at Lowes or Walmart for painting. This will keep it damp so the bleaches in the Comet can work on the really deep stains.

Leave it covered for about two hours and then pull it up, scrub the floor again with the brush (spraying it lightly with the water if necessary to keep it moist) and then wipe it all up with a string mop. Then mop it all again with clean water with a splash of vinegar in it. At this point the floor should be clean, but will be stripped of all wax and when it dries it will have a dull finish.

The final step, to keep it clean and shiny, is to apply Johnson Floor Wax to the flooring. You can buy this at walmart or a similar place. If you can rent or buy a floor applicator and buffer you'll get a much better finish. The goal is to have it look like the floor in a school or hospital. A good thick coat of wax will be MUCH easier to clean next time, with just sudsy ammonia and water.

Linoleum is hard to clean , those stains are actually pemanent. the best way to fix it is trying to replace them.

But if you want to give it a last try . . . use water and sand paper 400 grain.

What ? clean? Get it change to a new one. To replace a new Linoleum is inexpensive.
