I have read several leadership books refering to the "good czar", but none ever give his name. The books refer to him as if the reader autumatically knows who the good czar is. I know from the references that he was a czar from very early in Russian history.

i would assume this meant peter I. He single-handedly brought the county out of the dark ages, modernized (at the time) the country and increased its borders substantially from wars with sweden and prussia.

No such thing as a good czar, or a good dictator, or a good autocrat. Oppression is evil and people that oppress are inherently EVIL, including and especially GEORGE BUSH!
