Preparation H under the eyes (careful not to get it into the eyes!) will shrink the tissues and bring down the puffiness.
For chapped lips - Aquaphor helps, or Chapstick - and don't lick your lips too often. Apply in generous amounts at night before bed, and it will help soften the affected areas while you sleep.

Anything cold over your eyes will help with the puffiness. They make things for the eyes check your local drugstore for these items. Also before bed put Vaseline or chap stick on your lips. When you wake they will be as smooth as a baby's ***. I hope this helped.

thin sliced cucumbers on the eyes for a few minutes work. tea bags that have been used for a cup of tea. Just let them cool well before putting them on your eyes. Don't laugh but models use preparation H(hemmoroid ointment) lightly dabbed under the eyes, it works! just make sure you don't get it in your eyes.
For chapped lips, I use blistex lip balm, it cools and soothes the lips and there is no color on your lips.

Try getting a ice cube and wrapping it in tissue then rest it on your eye for awhile it helps and feels good.Maybe this is due from allergies??

Put some ice on them, also you can put on your eyes some sliced cucumber. But the ice is better.it works for me. And for the lips, you can put some honey on them.
