Chirac is a wuss and will do anything that Putin or Iran tell him to. He has allowed the levels of Muslims to get too high in his country and now they are making policy. But in Chiracs defense, what he said was he will back off on the threat of sanctions if Iran will back off on the enrichment. So the talks can continue.

It makes sense, if you suspect the call for sanctions to be an initial step in the same sequence of events that led to the destruction of Iraq.
Besides, if you really want to negotiate with somebody you don't start with threats.
Everything the US are doing at the moment seems to be geared to generate an excuse to attack Iran. Since they are too strung out already to do this in a conventional war, I would not put it past the present US gouvernment to use nuclear arms.
"but it was the only way to save you all" they will then tell us.

Well, his position makes sense if he wants Iran to suspend its uranium enrichment. It wont, even if sanctions are imposed, so to achieve that he wants to explore a different route.
So, it isn't really a change in policy, but a realization that sanctions wont really work against Iran.
