Water pistols, super soakers are good start points. Water balloons generally miss thier target and are a pain to fill. Empty bottles are a good method as you can run and chase but still get effective distance with a good squeeze.
The only way to have an enjoyable water fight is for both sides/all involved to not want to get wet but still risk it to soak someone else. If any of the involved parties will cry at getting wet then the fun goes away. Also if everyone gets completely drenched then there is no real purpose of continuing the fight.
Water is fun but a little lightweight, try eggs and flour - bigger risks but its proportional to fun.
