Any of your paint programs will do this: Photoshop, Photopaint, or the photo fixing ones that come for free.
Usually they have layers, so you can put the type on a layer above the image and move it around etc. until it's where you want it.
Then you may need to flatten the image, at which point it becomes all one layer and you can't move the type.

There are legal freeware programs that use layers, you can download one of these and open your picture. Add a new layer over the top and put your writing on that with the text tool. When you're happy with the size, colour and opacity, flatten the image and save it.
An easy one to learn is Paint.net.

Go into my pictures click onto the picture you wish to put words onto , right click, at the top is EDIT , click that it will open PAINT , at the top you will see view , click toolbox, select the A ( which is text) when you click this open you will see some colurful patterns at the bottom click the last one ( using your mouse ) press the left side and a box will open onto the page ( make sure you put the box where you wish the text to be) write what you want,press cross at top of page when finished ,save, I hope this helps

If you are in word, you may be able to use Word Art to do it. Also, if you right click, it will give you a number of options as to whether you want to put text "behind" or "in front" of the picture.

It is very simple. You could do this simply in Windows Paint Brush but Adobe Photoshop is best for editing of Photos.

There are a number of software programs that will do that. I use microfax draw but I dont think you can get that any more. I would think any desk top publishing program would do it

simple way that you can do it is add
my text or if you want bold text
my text here
cut and paste where it starts from
or and it should work ;-)
