Not really.
Vasaline aka petroleum jelly is basically like thick mineral oil.
Mineral oil does not absorb into the skin, it sits ontop as an "occlusive".
This means it can seal in moisture that is already there, like when you first get out of the shower. Or it can hold in moisture if you are going swimming, it can protect your hands from the water.
But it isn't absorbed well into the skin, so it can't really "do" much in there. It is commonly used to remove some makeup, since the oil disolves things like waterproof mascara pretty easily since they are waxy too. But you would still need to wash it off with regular cleanser.
The only thing that prevents wrinkles is sun block, avoiding smoking, and possibly botox in your 30's to prevent the movment that leads to a wrinkle developing.
To "treat" wrinkles you need something that is able to help renue the layers of your skin. That is why many anti aging creams have "alpha hydroxy acid". This is a mild acid that helps break up the "glue" that holds your skin cells to each other. It chemically exfoliates the skin.
With consistant use after a few weeks lines should soften and skin should have a nice fresh "glow" to it.
I use neutrogena pore refining cleanser and a salicilic acid lotion (which is duel purpose it helps acne too). Plus a undereye cream to reduce dark circles from Ulta.

I used to use vaseline for eye makeup remover then I started getting little white bumps (clogged pores)under my eyes-so not the best mosturiser for under the eyes. Good for elbows and feet!

I would say no to the vaseline under the eyes.
Loreal makes a couple of good eye creams that are pretty affordable (under $12) One is for wrinkles and one is for extra moisture. I use both and just alternate them.

No, your eyes need a moisturizer specifically for eyes. Vaseline doesn't count.

the skin near our eyes are rather delicate...
if u use such a moisturing product...
u might end up with millia seeds around the area...
and those stubborn spots are usually operable to remove...
to rid wrinkles...
would recommend an eye cream...
but it'll only work with sufficient massage ard the eyes...

NO it will make your eyes all puffy go to a good department store Clarens have a good range if that is a little expensive try the Body Shop thy have a less costly range
